Just want to know how to use a steering wheel and to know what the Point of a steering wheel does in a car, gonna be getting my drivers license very soon.

To steer to car? trust me you need it lol.

Without it how the hell you ganna turn? I just got my license and the reason we have a steering wheel is to turn the car. Most people use hand over hand turning when steering this will be shown to you when you go for a driving lesson. You can also look up hand over hand steering. But its really something you cant learn until you have a lesson

it has 2 (+) signs on them and you can flick them left or right

There are cruise control buttons that are on the steering wheel itself. One says RES +. The other says SET -. But what I would think that you are talking about are the paddles for the Paddle Shift system on the vehicle. There is a selection on your transmission shifter which should be located between the two front seats. You would pull the shifter down into the M selection and from there you would be able to shift the vehicle like a manual transmission vehicle. What you do to shift up is you press forward on the + side of the paddle and then to shift down you would press back on the opposite side of the paddle. You only have to press on one paddle at a time for the transmission to shift. It is a great innovation on our 2010 Malibu's. I hope that this is what you are looking for.

In addition to studded tires, the Washington State Patrol reminds all drivers and freight haulers to carry sufficient chains between Nov. 1 and April 1.

Under state law, commercial vehicles and combinations of vehicles more than 10,000 pounds gross vehicle weight rating must carry sufficient tire chains. The law applies to some larger passenger trucks, sport-utility vehicles, recreational vehicles and trucks hauling trailers.

Troopers strictly enforce the Nov. 1 deadline and failing to carry chains costs $124. If a highway advisory call for chains, drivers failing to chain up face a $500 penalty.

Troopers plan to conduct a special chain emphasis patrol in early November to ensure drivers carry the proper number of chains to include the spares.

In 2010, late October snowfall at Snoqualmie Pass and other mountain passes, led the Department of Transportation to allow motorists to start using studded tires a week early. Officials then allowed motorists to keep studded tires on until April 24 due to wintry weather at higher elevations.
