Steering Wheel U-Joint Laws?

I am looking for the legal requirements on whether or not a U-Joint that is by an operators feet must have a cover around it. The U-Joint is part of the steering column and the vehicle is a tractor. Any links to legal documents would be helpful. I need this info. for a report I am doing.
The U-Joint is found on a Wheel Tractor Scraper Construction piece of machinery...so I would definately relate it mostly to mining equipment and heavy farming equipment.

farm tractor or semi tractor?? for safety reasons alone, covered joints in that location would strongly rule out almost any application of murphy`s law and the operators boot laces/ toes, or trouser legs, strict interpretations of statute not withstanding

vibration in steering wheel in vehicle above 40mph and slight pulsate through seat?

rear wheel drive i changed u joints wheel bearing fine(no play)? it stops around high 30mph?

Sounds like the wheels are out of balance, or tires are out of round. And if it's coming through the steering wheel, probably one of the front ones.
